Hi muhsen, 1. When was the last time it was working fine?2. Have you made any recent changes on the computer? Method 1 I would suggest that you stop and start the Security center service on the computer. a) Click Start, click Run, type services.msc in the Open text box, and then click OK. b) In the Services (Local) list, right-click Security center, and then click Properties. Make sure that you stop and start the service, later check if the issue persists. Method 2There is a possibility that some third party programs installed on the computer is causing the issue. What anti-virus application or security suite is installed and is your subscription current? What anti-spyware applications (other than Defender)? What third-party firewall (if any)?2. Has a(nother) Norton or a McAfee application ever been installed on this machine?3. Did a Norton free-trial or a McAfee free-trial come preinstalled on the computer when you bought it? What you're seeing when you start your computer is known as a "race condition."In short, Windows Security Center is loading before Bitdefender fully-loads. Hi muhsen, 1. Do you receive any error message while starting Windows? I would suggest that you temporary disable the Bit defender antivirus software on the computer and restart computer, check if issue persists.Important: Antivirus software can help protect your computer against viruses and other security threats. In most cases, you shouldn't disable your antivirus software. If you have to temporarily disable it to install other software, you should re-enable it as soon as you're done. If you're connected to the Internet or a network while your antivirus software is disabled, your computer is vulnerable to attacks. 1. Approx. date for first notice this behavior about 3 weeks ago .2. BitDefender Antivirus approx. date 19/7/2010 subscription expire 18/7/2011.3. No anti-virus application was installed BEFORE you installed Bitdefender Antivirus because this application installed After Format My machine.4. Before Formatting I was also use Bitdefender Antivirus 2009 but after using AVG Antivirus free - trial and I never use Norton or McAfee free-trial for this machine.Muhsen

Download the Norton Removal Tool, saving it to your desktop: ftp://ftp.symantec.com/public/english_us_canada/removal_tools/Norton_Removal_Tool.exe1b. Download the McAfee Consumer Products Removal Tool, saving it to your desktop: http://download.mcafee.com/products/licensed/cust_support_patches/MCPR.exe2. Close all open applications (i.e., anything with an icon on the taskbar).3a. Double-click on the file you saved in #1a above to run the utility. Don't TOUCH your keyboard until the run completes, then reboot.3b. Double-click on the file you saved in #1b above to run the utility. Don't TOUCH your keyboard until the run completes, then reboot.4a. If IE7 or IE8 is installed, open Internet Explorer (only) to http://support.microsoft.com/kb/923737 & run the Fix It.4b.
